Indian MEA: Passport is Not proof of Citizenship (Officials clarified on Wednesday).

A senior Ministry of External Affairs (MEA) official on Wednesday made it clear that an Indian passport is primarily a travel document — and does not serve as proof of citizenship.

The statement came on the occasion of the 14th Passport Seva Divas, observed on June 24 to mark the enactment of the Passports Act, 1967.

Officials explained that a passport attests to the nationality of Indian citizens abroad and is issued only after extensive verification involving multiple government agencies.

The clarification immediately sparked a massive debate on social media. Citizens questioned — if Passport, Aadhaar, and Voter ID are all not proof of citizenship, then what document actually is?

As of June 2026, the Ministry of Home Affairs has not finalized any official nationwide guidelines on acceptable documents to prove Indian citizenship under NRC.
